When using yarn to cover a balloon do you soak the yarn in the paste mix thoroughly then wrap around the balloon til the design is made?

Yes! We used to make these all the time when I was a camp craft instructor.

For the little kids we just used regular old Elmer's glue and water. Don't make it runny, just thin it out!

A little white glue watered down just a bit, a paintbrush and some yarn is all you need. Just coat a small area on the balloon with the glue and put the yarn on it.
I use a brush to paint the glue on the balloon and then put on the yarn.
