May sound dumb, but what is a 'non-reactive' pan? Can't wait to try this with my daughters.

I'd say a nonreactive pan would be any that aren't aluminum or teflon coated. Stainless steel, enamel covered would both work fine for this.
This sounds more expensive and time consuming than just buying them at the dollar store.
actually it was much cheaper than buying them at the dollar store. i paid $1.00 for the potpourri at the dollar store and the knox was a little over a $1 for the box of 4 packages and i already had the jars.
and it took less than a couple of minutes to mix it up and let it sit in the fridge to set
for gifts use baby food jars.

Do you know if I could make these with oils? I used to buy gel jars from Bath and Bodyworks but they don't carry them anymore. I have an oil that I bought from them and love the fragrance. If you think this would work, please tell me if I would need to make any adjustments in your formula. Thanks.

These can be made with essential oils. Here is a recipe to make them.
How to Make Gels for Room Deodorizers
Fill medium saucepan with 1 cup water. Add 15 - 20 drops of essential oil & a few drops food color, if you want gel to be colored. Some good essential oils for freshening up room are vanilla, peppermint, clove or lavender.
Pour 1 cup cold water & 2 Tbsp. table salt into mixture & stir it gently. Make sure to stir mixture lightly so it doesn't begin to foam up.
Pour mixture into glass jars with lids. Stick them in refrigerator for 2 days with lids off so gelatin will set. Use sharp object (screwdriver, knife, etc.) to punch a few holes in lid of jar. Take jars out of refrigerator & put lids on.
