When theres no medical reason for such behaviour in formaly housetrained pets, cats or dogs. Id say they are expressing their anger or frustration at something.

I would not medicate without knowing the cause. If hes only peeing in one room keep him out of that room. If hes peeing all over, maybe diapers for indoors?
