Does Paint Seal a Concrete Floor?I'm planning to install rubber-backed carpet squares on a concrete basement floor. The floor was previously painted. 16 years ago I installed berber carpet with no pad, and fastened with carpet mastic. The carpet square company says the floor should be sealed, and I'd rather not take up the adhesive.
