I've never actually decorated a "birthday person's" chair, but the thought of creating a "birthday throne" sounds neat. Perhaps you could attach poster board to the back, in the shape of a throne, and write the birthday person's name at or near the top in pretty letters in their favorite color, of course.
You could decorate the "throne" posterboard with stick-on jewels, glue and glitter paint, too, of course, and helium balloons also work. For the balloons, though, you might want to find a way to prevent them from getting annoying. Attaching them to the very top of the "throne" should keep them out of the way.

Depending the size of the chair you can decorate a pillow case with name pictures or make it into a cake and each year add a candle.
