The theme of my 9th grade formal is Las Vegas. Does anyone have any inexpensive ideas for ways to decorate for it?

Lots of glitter! You could use blinking Christmas lights, lots of bright colors on every surface, and mirrors. The lights and mirrors should be easy to borrow from students' parents. You could also use decks of playing cards to decorate the tables and keep those who aren't interested in dancing from becoming wallflowers.

www.stumpsprom.com has many ideas. Also www.orientaltrading.com Buy from them, or use their ideas to create cardboard designs of your own.
