There seems to be a discrepancy, but I would do both the same unless you have alot to cut off. Just turn under desired amount and handstitch with small stitches. If you need to cut some. hand or machine stitch close to wear you need to cut. Don't cut off excess material yet. Use a double needle on sewing machine. Turn shirt right side out. You can use scotch tape on your sewing machine to mark the depth of the hem. Just keep the edge of the hem against the tape as you sew and you will have an even hem. After you have sewn the hem turn shirt inside out and carefully trim excess material away from the stitching.
