I adore tempura during any season and this dipping sauce is perfect :-) Whether for shrimp or assorted veggies, cut into 1/2 inch thick pieces. Make the packaged tempura batter (found in the Asian aisle of your market) according to directions and deep fry until golden brown.
Heat the soy sauce, water, and rice wine vinegar in a pan. Add sugar and stir until sugar dissolves and serve. Add green onions just before serving.
