Certificates of Appreciation are always welcome. Simply buy printed 'certificate' framed paper from your local stationery shop, then print various awards to give to staff. You can even go one step further and frame them.

Something they can enjoy on time off. If you cannot give comp time, how about gift cards for different types of places.

Like for the guys:
Home Depot
Discount Auto
Lowes
Sears
Local supermarket
Local Movie Theater Tickets

For the ladies:
Targets
Walmart
JC Penny's
Local Supermarkets
Local Movie Theater Tickets

If they have kids and you know it:
Local arcade like place where they have rides and games and such.
Matinee tickets for the kids

Or if you want to make it actual little gifts:
basket of coffees or teas
hand lotion in a mug with a note that says "coffee and Cream"
for the guys things for autos and tools, They have a ton of small things you can put into a basket for them. Car freshner, window cleaner, oil,duct tape, a bungee cord etc.

Women are easy to get for. Lotions, Picture frames, magnetic pic frames for the fridge. magnetic signs of appreciation or words of wisdom. Book marks, makeup case set, travel care set with all the zippered compartments.

Have fun with it.

I'd say if you really appreciate them you could start a Christmas club account with a modest amt of money in their name. That way they can add to it as they wish all year and the next Christmas and the whole year it would be a very much appreciated award! Or maybe a gift card to a gardening center so they can look forward to spring? something that can last a long time in their enjoyment and their memory. :)
