He probably needs to see the vet. If he he were to get ecoli in it, it would not be good. Are you sure it is not a hemorrhoid? Some dogs get them.

Any open sore is dangerous. Your dog could pick up germs from anywhere. His own feces could irritate. You need to bring him to the vet.

The bump may be cancerous, especially as it bleeds. Only your vet can test and provide the correct treatment. Suggest you take your dog to your vet now!

I had a dog with that same issue, it turned out to be a tumor, similar to a prostate tumor in a human. Wasn't much to be done but keep him comfortable; he kind of let us know when he was ready to go.
