You might try gently simmering the piece in a pot of OxyClean solution. It may take some time, and it needs to stay hot.
A friend used evaporated milk to clean porcelain. She'd soak the porcelain for a few days in the milk hope that helps if you haven't found a option to clean the blue yet.
