I just got a wheel chair from a family who had a fire. It has the foam cloth seat and back rest and the rest is metal or rubber. Does anyone know how to get the fire odor out? I am giving it to someone who needs a wheel chair, but do not want to give it to her smelling like this.

I am a wheelchair user. The metal & frame will smell fine with a good cleaning. You may need to order new fabric & foam parts (called riggings) from a wheelchair repair place. I has smoke damage in my apartment & my wheelchair stunk from just getting out. I had to get new riggings.
Please have a professional who deals with fire recovery assist you, they are the only ones who really know this information. If it is re-workable then it will have to be done properly or you will never get the smell permanently out. Good luck.
