Apricot Tree Drying Out With New Leaves at Base

I have an apricot tree that is now completely dry except for the bottom, where there are leaves coming out. What can I do to bring it back to life? We water it and have given it plant food. It produced a couple of apricots and then no more. What can we do for this once beautiful tree? I hope you can help.
