Call your City Hall to see if they recycle paint. Some cities are giving away(for FREE) 50-55 gallon drums of recycled paint to people that use it to paint their homes.
Some cities also have a graffiti removal program and will give you free supplies to remove it from your area. They are happy to have volunteers.
