Dress Fabric is Misshapen

The top layer of my dress is sheer polyester. It is misshapen at the hips, how can I fix it?

How is it misshapen? Is the outer layer too tight or more on the baggy side? If it is baggy you could go in and take the seems in a little bit, and then trim the edges off.
