It's not a tool. it's a "blue rock" thrower for skeet shooting. You put a clay pigeon(blue rock) on it and pull it back to your shoulder. When you swing the thrower forward, the spring releases with the momentum and the blue rock flies like a frisbee for the shooter to aim and fire at. Hope this explains it for you.
