Just lay a wooden spoon over the pot. Works every time, the water will not boil over.

Turning down the temp as soon as rice or pasta is added to the boiling water does the trick too ;-)

(Archived Jan 25, 2010) Keeping Potatoes or Rice from Boiling Over
Tip: Keeping Potatoes or Rice from Boiling Over To stop potatoes or rice from boiling over while cooking on a stovetop, smooth oil around the top inch of the pan. You can also use a low fat sprayer. Works like a charm, because oil and water don't mix!
