Paint Peeling on Outside Iron Railing

Last week my son repainted our black iron outside railing white. Now the paint is chipping and the black railing is showing through. He used the Rustoleum paint, is there any reason why this is happening and how it can be prevented?

Did your son clean, sand, and prime the railing before painting it? If those steps were not taken, that could account for the problems you are having.
