You most likely won't get those bumps at all if you shave with lotion, soap or shave cream with a fresh blade and shave in the direction your hair grows. In other words, your hair on your left arm grows toward the left so shave from right to left.
This occurs when bacteria get in the hair follicle. Dull razors are notorious for this. 1. use a new razor 2. Keep the razor clean by taking care of where you store it. Try dipping it in bleach/water before and after use. Do not lay it in the shower where contaminated water splashes on it continually.
Don't rub with pumice, pumice will irritate your skin even more. I would suggest to lightly exfoliate the night before you shave, then work with different shaving and shavers. Really, despite most being 3 blade, there are differences in brands. I can use Soleil only, for all my shaving, but legs do well after I've been up a few hours and without shaving lotion, just water. If I do right when I get up the blood in my legs hasn't had time to distribute and my legs get bumpy and itchy. Different things for each person.
So try things out, you can also try a light topical cream for skin irritations. Don't put on spray or gel deo. (they likely have alcohol in them) right after. Hope that helps some.
