Propagating Ivy

While digging up ivy that was growing around a tree, I noticed a lot of bulbs. Could these be ivy bulbs? If so, I would like to plant them in hanging baskets, but I'm not sure if it's ivy.

Ivy is a root plant and I don't think it comes from bulbs. Propagating ivy is easy though, just take some cuttings and keep in a glass of water until roots form.
