I was wondering if anyone knows of any birthday supply companies who allow you to pay after you recieve your merchandise, I dont carry a credit card. Please help.

You could see if your bank offers a debit card, linked to your checking account.

It sounds like you're in a rush to receive your party supplies, so another alternative might be to ask a friend to order the supplies under their credit card. You could pay your friend with cash.
If you're short of cash but want to have the party anyway, you'd be better off making simple decorations or using things you have around the house. A party that puts you into debt is no fun!
