Varathane Finish is Still Tacky

I used oil based stain on an area of a coffee table that I had used water based verathane on. The stain has stayed tacky, what should I do? Thank you for any help.

I'm confused. Did you stain over Varathane?

Eventually it will dry but may be subject to peeling. I would sand to bare wood and start over. Why did you mix water and oil finishes? You should have used either oil or water finishes.
