My first thought was to use glossy paint. My next idea was if it was wood; to remove any old build up with a good wood cleaner and add polish and use a buffer. Then, thirdly I thought perhaps they need total makeover involving stripping and restaining. New knobs or handles would give cabinets a different appearance too.
