I am having a special event at church. The theme is 'Spring Cleaning' and I need decoration ideas for table centerpieces and table top place settings. My budget is limited.

PLEASE DO NOT USE PAPER TOWELS OR PAPER FLOWERS!!! What a terrible thing to do when we really need to protect our environment! Why not go to Costco and buy packages of 36 microfiber cloths for the entire cleaning project? Tuck a single cloth into each person's water glass so it looks something like a flower? If the microfiber cloths are too much for your budget, go to a 'dollar store' and buy lots of wash cloths or "auto cleaning rags". They will work almost as well. If you'll take a basket along to gather the cloths AFTER cleanup, they can be washed and used over and over again. Mother Earth will thank you for your efforts.

Why not involve the Sunday school kids and have them make paper flowers and butterflies and all?

Feather duster for a centerpiece, use buckets for centerpiece. You could always have a contest to see which team of 8 or 10 (depending on table size) can come up with the best centerpiece using something from each person's cleanup project.

How about for centerpieces a bucket with some of those dishwashing wands that have different colored sponge heads (the vase with flowers look)

Spray bottles with colored water in them - pastels would be pretty.

White washcloths as the knapkin at each place setting -you can get bulk ones at discount stores for a couple dollars a dozen - tie with coordinating colored ribbon to the spray bottles.

Stand up a roll of paper towels in the center of the table, and use the tube for a spray of flowers.
