I don't know if you've found someone yet or not but I do create jewelry from broken china and have had many customers who have been very happy with their custom orders. I didn't look to see if they do custom work but here are some others on Etsy using broken china:

There will be a lot of street fairs coming up since summer is about to begin...you might check there to see if there are local artisans that work with broken china.
