I would suggest it is quite dangerous as you would be ingesting a plastic like substance with your meals everytime you cooked with it - the effects would probably not be put down to teflon poisoning but think about how long this product has been on the market and how much cancer has increased in those years
Well, I am sure if it is was really dangerous half the country would be dead by now, but when the teflon starts to peel, it is time to pitch the pan and get a new one.

I have a friend that was employed by i.e.DuPont back in the early 1960's... when Teflon was introduced to the Consumer Market, all employees were sent letters to avoid Teflon products... buy a good Stain.
