Lavonne:

Try the book "You Can Find Anybody!" by Joseph Culligan. He is supposed to be the best at finding people. Books about tracing your family roots also tell you how to find people. If the person you're looking for is in the American military you can contact that branch of the service, all are supposed to have trace services(but since 9/11 I don't know).
If the person you're looking for is a German national be very, very patient: the German government is very uncooperative.

Hi Lavonne! Just key in "International People Search" in your search engine and there are a lot of sites to help if the person is listed. Here is just one of those sites: http://www.numberway.com/ Click on Germany and one of the sites listed is "Das Telefonbuch" and you are able to click on English to do your search. I hope this helps.
