Try the book "You Can Find Anybody!" by Joseph Culligan. He is supposed to be the best at finding people. Books about tracing your family roots also tell you how to find people. If the person you're looking for is in the American military you can contact that branch of the service, all are supposed to have trace services(but since 9/11 I don't know). If the person you're looking for is a German national be very, very patient: the German government is very uncooperative.
