Cleaning Stains on Velvet Clothing

I need information on how to clean spots on black velvet. The jacket has been in storage and this may be mildew?

Hello, there are only 3 very small spots so I was just wondering if there was a way to just touch those places without cleaning the whole thing.

I guess I would take it to a dry cleaner. As far as I have always heard in my 69 years any real velvet is supposed to be dry cleaned.
