Removing Spots From Water Puddle Splashed on Jacket?

I have an off white jacket that I received as a gift. I was standing on a street corner was splashed from a puddle. I have spots all over it. I did take to the dry cleaners, but the spots didn't come out. Any other suggestions? I did use Dawn liquid but, not all spots came out still. I do not use a clothes dryer on this just air dry.
