Starting a New Lilac Bush by Layering and Nicking?

Can a new lilac bush be started by laying a still-attached branch on the ground (holding it down with a rock) and covering it with soil? I've done this with forsythia with great results, but have never tried it with lilacs. I know how to do it with a cutting, but even buying the rooting compound is not possible right now. Thanks.
