How Can You Tell if Cotton Poly Fabric Will Fade?

How can you tell if cotton poly interlock fabric will fade when you are at the fabric store?

And by fade, I mean that in spite of washing the garment inside out in cold water, then drip drying, it still fades the background color.

Any fabric can fade. But, natural fabrics are more likely too, so anything with cotton or wool, linen...can. However, you can help offset that by prewashing your fabric (wash before sewing your project) in cold water with either some salt or vinegar. That will help to set the color.

Cheaper fabrics can fade. I would dip in cold water to see if any dye comes out. I would wash that separately. Always wash in cold water to prevent fading.
