What is the best way to organize my closets which are small?

That's a good question. I have the same problem. lol.
The number one thing is to be honest with yourself and get rid of things you will never use.
A closet usually has a shelf above the clothes hanging bar. If there is room above that, add another shelf to store items you don't use often. If you have high ceilings, you can install still another shelf.
