This isn't quite in a trash bag, you make the bag yourself-

Potatoes are fascinating plants, as the vegetable itself grows the plant. It also needs a moist low amount of sunlight to grow, that's why when you plant a garden you can plant it around the corn. With thes facts in hand, to grow a potato in a trash can cut the potato so that all the pieces have an eye ( with part that looks like a sprout) in them.

Fill trash bag with dirt. Use some kind of fertilizer on in ,10-30-10 if you use the regular stuff. Bury your seed potatoes in the dirt. Wait. If bug get into them, you can use lime to make the leave.
