My dog Daisy, keeps scratching and licking her private area. I notice it is swollen there. What can I do?

It is clear that your dog has a problem and it appears to be geeting worse as she is scratching and the area is raw. If you do not know the problem, you cannot treat the problem. Please take your dog to your vet immediately for an exam and treatment. The problem will not improve and will, most probably, become worse without help.
What Dinah said is correct. Your dog needs to see a Vet. It may be fleas, a skin fungus, or a food allergy. If your dog keeps chewing it is likely to become a skin infection very soon, on top of whatever it is now.
Please take the poor dog to a vet. It's obvious the dog is suffering. How would you like your bottom to look like this? He may have infected anal glands or a host of other things all of which need treatment by a VET.
