Combine peaches, water, white sugar, and lemon juice in a 3-4 qt. saucepan. Bring to a boil.
Combine remaining ingredients and stir lightly just to mix.
Drop batter from tablespoon on hot peach mixture. Reduce heat; cover tightly and cook 15 minutes without lifting cover.
Serve with plain cream or peach or vanilla ice cream.
