Mix sugar, baking soda and flour together; stir in oatmeal and margarine until crumbly. Pat 1/2of mixture into a 9x13 pan. Mix together the sugar and flour; add raisins and water. Cook until thick. Pour over the crumbs in the pan and top with the remaining 1/2 of crumbs. Bake 25 minutes at 325.
