Home Depot sells special products for painting concrete floors. It would be easier for you to go to Home Depot and read the directions on the can than try to explain it here. Don't use regular paint on the concrete. Eventually it will start to peel and you will have a bigger mess to contend with.
They have this paint called Patio Paint and you can paint rocks and concrete. You can do a web search and it will tell you where to get it.
