No, never give garlic to a cat or dog. Please consult your Vet for a safe flea control. Read what the ASPCA Poison Control Center says about garlic: http://www.aspca.org/pet-care/poison-control/people-foods.html

According to this website, new research shows that raw garlic can cause a dangerous form of anemia and even lead to death in cats.
