I think this is in the archives because I am sure I posted it here once but here goes again.

Sweetened Condensed Milk

1 cup non-fat instant powdered milk
1/3 c. boiling water
3 T. melted butter or margarine
2/3 cup sugar
pinch of salt

Stir together to dissolve. Make sure your water is boiling.

I have not tried this. This is from aimeesadventures.com.

Sugar Free Sweetened Condensed Milk

Yield:14 ounces

1 1/2 Cups Pourable Splenda sweetener
1 1/2 Cups skim dry milk
6 Tablespoons nonfat margarine
6 Tablespoons Water

Place all ingredients into a medium mixing bowl. Blend with a hand blender
on lowest speed until moist, and then on high speed until smooth. Be sure
to scrape down the sides of the bowl as you go so none of the dry
ingredients get left behind.
