Brown beef and onions. Mix rest of ingredients together except corn bread. Put in a greased casserole and top with prepared corn bread. Bake at 425 degrees F for 35 minutes.
Selahgal, I'm not sure what you mean because you said at first that the water made it too watered down but then you said that there was hardly any sauce left at all. No, the recipe was not supposed to be tomato sauce, but if you want to try it, you can. I've not had any trouble with this myself. I would suggest either adding or deleting some of the liquid if you don't like the amount of sauce or lack thereof. Also, yes, you were right about the cornbread. Hope it works for you after you do your 'tweaking.'
Tried this last night but either I read the directions wrong or it needs some tweaking. I did use frozen corn which added some moisture, but the cup of water really watered it down.
The tomato soup was an odd addition. It didn't make it saucier at all, in fact, there was no sauce to it by the time it was done. It was basically hamburger, corn, peppers, onions and spices with corn bread on top. Was it supposed to be tomato sauce?
When it says "top with prepared corn bread" I assume you meant pre cooked cornbread, right? Just mixed like it was ready to be baked, the batter?
But it did taste good so I'll make it again with my tweaks.

Ingredients
6 cups boiling water
2 cups corn-meal
2 Tbsp. oil
1 lb. lean hamburger
1/2 can of corn
1/2 can of black olives
1 onion , chopped
1/2 green pepper, chopped
2 cups canned, cut tomatoes,
chili powder, salt and pepper to taste
Directions
Sift corn-meal slowly into rapidly boiling water, stirring constantly.
Cook 15 minutes. Brown hamburger, onion and green pepper in hot oil.
Add tomatoes. season to taste. Simmer 10 minutes.
Fill well oiled baking pan with alternate layers of corn-meal mush and meat mixture.
Bake in hot oven (400 degrees F) for 20 minutes. Serve hot.
Preheat oven to 400 degrees F. Brown hamburger, drain off fat. Add soup, water, salsa and corn. spoon beef mixture into 2 qt baking dish. Prepare corn muffin mix as directed on package. Pour over beef mixture and bake 20 minutes or until golden.
