Peppers Falling Off Early?

I have some chili pepper plants that are big and bushy and look beautiful. Why are the fruits falling off before turning red? Also, the mature looking green fruits have black almost decomposed looking seeds inside. The plants are loaded with fruits and so is the ground. Please help.
