It has been quite hot 80's and 90's, I thought because I had put some fertilizer on it this spring, that that was the reason I was getting all foliage and no flowers?

It may not be warm enough yet. What's your weather like there? Also try some fertilizer, like Flowertone, that focuses on flowering.
