The wire harness that is under the top freezer door hinge or behind the kick plate buy the freezer door hinge might be loose or there is a board behind the dispenser cover that might be bad.
Check the cold setting for the Freezer. On mine, if I move it to the colder end, the water freezes in the tiny line. So we choose softer ice and still have water.
