I am sure you are talking about the urine..however, this is why it is important to re-read your posts, everyone...some of them just don't make sense!
Yes, try more water and asking the vet. I love Shih Tzu's good luck

If it's from the puppy, perhaps it's not drinking enough water to dilute the concentration of the urine.

Not sure what you are asking... Do you mean smell from the puppy's urine or with reguard as a ammonia as a cleaner or??? Please explain.
