When he disputed these old debts, he was told by a rep from Equifax that the debt could not be removed because Equifax starts counting from the date of last activity not the original date when the account first went into default. She explained that if a debt is 10 years old and your credit report is showing where they contacted you 2 yrs ago they cannot remove it. Could this be true?

The people who know best are the people at the credit card companies. Why not contact the other two credit companiesTrans Union and Experian and ask them? Ask for a supervisor and explain the story to them. I would disregard any advise not to pay. Some people have a vendetta against credit companies and the government. Following their advise could land you in deeper trouble.
No! and whatever he does do not pay anything at all on it; Usury laws were broken by the Gov of the USA working with bankers and corps as "exploitation" which is the targeting and harming of us the people for THEIR own personal profit and personal gain: is the "way" democracy works. It is a crime. The laws apply whether the "judges" etc want them to or not. The Gov of the USA has been operating above and beyond even predator rates with the Bankers and Corps it works with.
Kleptocracy is the term for "rule by thieves" which is the political offices being used for personal gain: ie, exploitation of us the people. Since it is a crime: pretty silly to think about "judges" or "lawmakers" or "elections"; forget about it, for now. Soon and very soon: real change is coming! A real government system that is for the people: with real judges who enforce laws from those who would exploit us!
Until then: this cannot be resolved, sadly.
How do you work out a settlement with an old (6 yrs) outstanding account on your credit report? I disputed this account via Equifax and they keep advising me this account is active.
