Heat oven to 350 degrees F. Spray 9x13 inch pan with cooking spray. Mix cake mix, water, oil and eggs in mixing bowl. Pour 1/2 of batter into pan. Bake 25 minutes.
Heat caramels and milk in saucepan over low heat stirring constantly until caramels are melted. Stir in pecans. Pour caramel mixture over warm cake. Sprinkle with chocolate chips. Spread with remaining batter. Bake 30 minutes. Let cool.
This is really good with ice cream.
