It's what they give for free to small kids. If you have a Bruster's in your town maybe you could go there and ask them where they get their small cones or maybe they would be happy to donate some. You could check with them and see if you could buy enough for your fundraiser. They might even donate them. They should have an address or website on box. If no street address, call your local library, they should be able to get it for you.
