I got a brilliant recommendation from another person on this site - use a small amount of shaving cream, and work it in with your thumbs. If that doesn't work, try ammonia (1 tsp per cup of water). Shaving cream worked for me this morning!

First of all, what type of material is the shirt? Was the foundation oil or water base? I've found most stains come out of cotton or cotton blend if I use "Shout" or something similar, and let it soak for a day, then launder in cold water.
