Place carrots, apple, celery, and raisins in a medium bowl and toss to mix. Combine the dressing ingredients in a small bowl and stir to mix well. Add the dressing to the salad and toss to mix. Serve immediately or cover and refrigerate for several hours before serving.

Place carrots and raisins in a bowl. Mix together salad dressing and sugar and enough milk to reach a salad dressing consistency. Pour over carrot mixture and toss to coat. Makes 8 servings.
