I ordered one about 2 months ago and just LOVE it!!! I have rolled hundreds of beads with it... much better and faster than using a knitting needle or a nail. And the lady who sells them went out of her way to help me with any questions I had.
I have just received my order for two of the paper bead crafter that looks very similar to the one you are looking for. I have searched far and wide for two years looking for the item pictured on the paperbeadcraft website : http://www.Paperbeadcrafts.Com I could not find one anywhere. Last week - quite by chance when searching for Christmas gifts I found what I was looking for. I hope you will be lucky if you contact the place I found because I was so pleased with the quality of the bead crafter which also comes with paper cutting templates and a very informative booklet that I immediately telephoned to place a further order for gifts my friends. I was told that they were selling quickly as they are seldom seen these days and customers have been buying more than one. I am so pleased with my purchases.
Below are listed just a few of the many websites that tell how to make paper beads. Not all are the tubular beads, some are round, barrel, etc.
I have never used a specific tool. I have used everything from a hairpin, wire from a twist tie, a large eyed needle, the needle itself and even a bamboo skewer (I don't recommend this one!). Have fun.

Etsy sells them. They have several sellers on there. I always use a nail. The beads don't stick and you can get any size you need.
There is also several available on Ebay, to search type in "paper bead roller". This can easily be done with a knitting needle also, I have made hundreds this way.

If you are looking for something to roll the beads onto. You only need a knitting needle. Wrap it with foil or plastic first so the paper won't stick and away you roll.
